"As of 2010, there were 328 Bruneians studying in Malaysia, out of which 157 are studying in public institutions while the remaining are in private institutions," said Hj Mohd Zaki Zakaria, the Principal Assistant Director with Education Malaysia Division of the Ministry of Higher Education.

The division manages the promotion and marketing of Malaysia's education throughout the world.

MALAYSIA: Repressive university law to be amended

A repressive law that forbids students from becoming members of political parties and restricts political activity in universities will be amended, Malaysia's Prime Minister Najib Razak announced this week. But rights groups said the government was adopting a 'carrot and stick' approach by tightening up in other areas related to public assembly.

"The government believes in the maturity and intelligence of our university students," Najib told the lower house of parliament, the Dewan Rakyat, on 24 November.

He said the controversial section 15 of the Universities and University Colleges Act (AUKU) relating to student activity would be changed to "respect the constitutional right of the undergrad(uate)s who have reached the legal age or age of majority."

The act would be amended to allow students over the age of 21 to join political parties, "but we will be strict in not allowing politics to enter campuses," he said.

Southampton begins recruitment for new Malaysia campus

The University of Southampton’s first overseas campus has begun enrolling students after the project received academic accreditation from the Malaysian authorities.

The campus, which is based in the south of the Malay Peninsular close to Singapore, plans to admit around 60 students in October 2012 for its four-year master of mechanical engineering programme.

Students will be able to study in English in Malaysia for the first two years of the programme before transferring to the UK campus for the last two years.

The campus is being established on a regional development called EduCity, with Southampton being the second UK university to establish a presence there.

A medical school set up by Newcastle University, also its first overseas campus, opened its doors this month on the site.

Don Nutbeam, Southampton’s vice-chancellor, said that achieving education accreditation 10 months after signing an agreement to open the campus was a “tribute to the hard work of the project team”.

Plantation Schools Offer Hope for Malaysia's Stateless Children

Sabah, a Malaysian state of great beauty and natural resources on the island of Borneo, is home to a vast population of immigrant labor - both legal and illegal. Tens of thousands of children born to Indonesian and Filipino parents who are in the country illegally are stateless. They have no right to basic services, including education. Thousands of deprived children now are attending school on palm oil plantations thanks to the work of non-governmental organizations, with the support of the U.N. Children’s Fund (UNICEF).

For these youngsters, going to school is a joy

“Before they came here, they had no schooling at all. They actually started here. So, this is their first experience to school,” said Torben Venning, the Project Director for Borneo Humana Child Aid Society, a non-governmental organization that provides education for underprivileged children. The school at the Cepat Wawasan plantation, is one of 120 learning centers the group runs for more than 10,000 children.

He says about 50 students were enrolled in the school when it began two years ago.  Now, more than twice that number attend.

“All the children you see in the yellow and green here," added Venning. "They are all plantation children. Some from small farms around, some from the company here. Most of them are from Indonesian parents, but, they are considered stateless because they are born in Sabah.”

Stateless
The children are stateless. Because they have no birth certificates or other documents to prove their nationality, they live in a legal limbo. Without documents, they cannot access government services, including education. Venning says this becomes a huge problem for the Plantation children.

“If you do not provide an education for them, there is absolutely no doubt that the majority will go with their parents into the field and become child laborers from the age of 9, 10 years," he said. "So, it is about education first of all. At the same time it is also keeping them away from child labor.”

Canada eyes more Malaysian students

Randolph Mank
KUALA LUMPUR: Canada is doing all it can to return to the glory days as one of Malaysia's top education providers.

Canadian High Commissioner to Malaysia Randolph Mank said many Canadian universities were focusing on the Malaysian market to regain lost ground.

Officials from 29 Canadian universities visited the country this year to pump up interest, he added.

“The impact is already showing and we expect about 800 Malaysian students to travel to Canada this year for a variety of courses.

“There are many advantages with Canada's average tuition fee for undergraduate students being lower than the United States, Australia and Britain, which means that students get better value for their money,” he told The Star.

More than 70,000 Malaysians have graduated from Canadian educational institutions but the numbers have dwindled over the years.

There are about 1,500 Malaysians students enrolled in Canadian universities.
